Mr. Devlin is an Environmental Scientist with
Mason & Associates, Inc. where he is responsible for state
and federal wetland issues relating to wetland delineation, permitting,
and regulatory procedures for environmental planning and natural
resource management including commercial, residential, and utility
projects. Mr. Devlin has six years experience in freshwater and
coastal wetland identification, delineation, permitting and wetland
impact assessment. Mr. Devlin is a Soil Scientist with the Society
of Soil Scientists of Southern New England and has experience
in soil morphological analysis and interpretation. Mr. Devlin
has assisted the U.S. Environmental Protection Agency with the
analysis and evaluation of unpermitted wetland alterations through
inspection and interpretation of aerial photographs. Mr. Devlin
has conducted many wildlife habitat assessments and vernal pool
evaluations.
Matthew
Devlin has conducted hundreds of wetland delineations and classifications
pursuant to the Massachusetts Wetlands Protection Act, U.S. Army
Corps of Engineers methodology in coordination with the USFWS
national classification system (Cowardin et al.), the Rhode Island
Department of Environmental Management, and the Connecticut Department
of Environmental Protection. He has analyzed wetland functions
and values according to US Army Corps of Engineers criteria for
Section 404 permitting and RIDEM procedures pursuant to Section
11.00 of the RI Freshwater Wetlands Act. Mr.
Devlin has planning experience and has working knowledge of the
Massachusetts Environmental Policy Act (MEPA) and associated Review
Thresholds pursuant to filing and preparing Environmental Notification
Forms (ENFs) and has prepared several Environmental Impact Reports
(EIRs).
